  • Add @content to the list of disallowed at-rules.

  • Allow @media rules within style rules and at-rules. Recent CSS specs allow this, so we shouldn't forbid it.

  • Disallow silent comments.

  • Added a specification for loading plain CSS as an entrypoint file.
