Hartmut Holzgraefe eeb172b29f "The Visa to Sibiria" (work in progress) 
Adding a package.xml to a bundled extension does not only
ease the transition to PECL whereever suitable but also
allows to build and install an extension as "shared" using
the PEAR installer without having to deal with phpize and
friends by hand

this is an experimental extension that provides the
ctype family of function available in C
i'm not sure about whether they should go into ext/standard
or stay as an extension of their own and about using 
a ctype_ prefix or sticking with the C names ...
