038a7c4831 make test work with libxml2 2.6.x and lower

db38966aba - Don't fix include_once() case sensitivity problem for beta 2. 
- I suggest discussing to stop supporting win95 and NT 4 in our binary
- distributions and change the code to #ifdef.
