c20911a850 Make DatePeriod support DateTimeImmutable as well. 
If the start element is a DateTimeImmutable object, then all returned objects
are also DateTimeImmutable objects. If the start element is a DateTime object,
then all returned objects are DateTime objects.

a6a7787cf2 Fix #61642: modify("+5 weekdays") returns Sunday 
Adding a non-zero multiple of 5 weekdays to any Friday, Saturday, or
Sunday would result in a Sunday instead of the correct date. This patch
provides an implementation of do_adjust_special_weekday() which does
not suffer from this issue.

The behaviour on windows is to select an arbitrary timezone from the
current system settings. This gives no chance to hardcode the timezone
name, for instance for UTC+1 it could choose from the multiple names
like Europe/Berlin or Europe/Paris . For this reason the test is
parametrized so there is no hardcoded timezone data.

The original test made to be skipped on windows and a duplicate was made
for windows. Tested on debian and win7 both x86.
