b627e33a8d Bugfix 63790 - Don't try to use Spoofchecker when unavailable 
ICUSpoofChecker was introduced with 4.2 and may be
unavailable in some cases.
Skip this test when its not present.

phar: Support DELETE, HEAD and PUT HTTP methods in Phar::webPhar

Up to now only GET and POST requests could be handled with Phar::webPhar(),
which is insufficient for today's REST APIs.
This patch expands the list of supported HTTP methods.
