EXTR_PREFIX_SAME is prevented from creating a new variable when the key
is a empty string. EXTR_PREFIX_ALL is also prevented from doing that,
but works for numbers.

Implement proc_get_status(resource $process) which returns an array of
information about a process created with proc_open().
The information includes:

"signaled" => bool true if the process was signaled
"termsig" => long signal number if signaled

@PHP 3 regression testing framework re-born (Stig)

Took the old PHP 3 regression testing framework and rewrote it in PHP.
Should work on both Windows and UNIX, however I have not tested it on
Windows. See tests/README for how to write tests. Added the PHP 3
tests and converted most of them.
