Clean DONE tags from tests
Remove most of the `===DONE===` tags and its variations.
Keep `===DONE===` if the test output otherwise becomes empty.
Closes GH-4872.

Make code in openssl ext tests more consistent
Mainly use spaces for indent and fix some other CS issues. Also
drop checks for unsupported OpenSSL library versions.
