946c955ce7 - Fix ReflectionParameter 
. Reintroduce getClass()
  . Change getDeclaringClass() to return what it suggests
  . Add getDeclaringFunction()
  . Add getPosition()
# This also fixes Bug #36687 ReflectionParameter::getDeclaringClass returns
# wrong result
