use the . as thousands seperator (if php.h is included only!).
* echo, printf() and sprintf() always render locale-aware
* added the %F modifier for non-locale aware rendering for floats

Add '+' modifier.

+ A sign (+ or -) always be placed before a number
produced by a signed conversion. By default a sign
is used only for negative numbers. A + overrides a
space if both are used.
