eb22d78db8 allow sqlite_query() to accept the query string and database resource in 
either order.

Forgot to bump the package version number displayed by phpinfo()...
Bump to 0.9a

0 - Make no changes to the keys in the associative array
1 - Change the keys to uppercase
2 - Change the keys to lowercase
