9bd3c360ba destroy regular connections in RSHUTDOWN if ZTS is used 
this fixes problem with Oracle9 (not Oracle10) and Apache2/worker - connections are not being closed correctly

1394b48d21 - Reintroduced the normal constants. 
- Made the test cases work with the normal non-class constants.
- Merged new timelib, which is a bit more cleverer
- Support "UTC" in strtotime() properly.
- Added astro code, which is going to form the base for the new sunfuncs.
