Reviewing php.ini-* configurations files:

* Making both files as similar as possible
* Removed trailing whitespaces
* Fixed some spelling mistakes
* Section [PostgresSQL] -> [PostgreSQL]
* Introducing missing mysqli.allow_{local_infile,persistent} entries in -development
