Add -Wextra compiler warnings and exclude the trigger happy ones

The compile warnings which are explicitly suppressed are:
 * -Wno-implicit-fallthrough
 * -Wno-unused-parameter
 * -Wno-sign-compare
 * -Wno-clobbered, only with GCC

Closes GH-5151
