Fix header errors when parsed standalone (#14272) This is annoying for multiple reasons: 1. LSPs can show many errors for these files. 2. LSP can stop parsing these files completely if there are too many errors, resulting in spotty LSP features.

Fixed bug #75218 I've introduced a new CompileError type, from which ParseError inherits. These errors are not parse errors in the narrow sense of the term, even though they happen to be generated during parsing in our implementation. Additionally reusing the ParseError class for this purpose would change existing error messages (if the exception is not caught) from a "Fatal error:" to a "Parse error:" prefix, and also the error kind from E_COMPILE_ERROR to E_PARSE.

Pass zend_string message to zend_error_cb This makes the zend_error_cb API simpler, and avoid formatting the same message in multiple places. It should be noted that the passed zend_string is always non-persistent, so if you want to store it persistently somewhere, you may still need to duplicate it. The last_error_message is cleared a bit more aggressive, to make sure it doesn't hang around across allocator life-cycles. Closes GH-5639.

Allow creating Graceful/UnwindExit and use when destroying a fiber (#7174) Direct creation of GracefulExit allows the the special exception object to be transfered and thrown into a destroyed fiber using the same path as any other exception thrown into a fiber instead of needing to check for a flag.
