Brad Fitzpatrick becd2a83c7 syscall: convert Windows AddrinfoW.Addr from uintptr to syscall.Pointer
API compatibility violation, but it wasn't safe before and people
should be using golang.org/x/sys/windows instead.

Fixes #24820
